Restructuring the NBA Conference

The NBA Eastern conference has become the worst conference in the NBA for 15 years and counting. This means an 8th seed in the East will not make it to the playoff if they were in the Western Conference.For example the 8th place Atlanta Hawks in the 2013 season with their 38-44 record will have been the 11th seed and not make the playoffs. While the 9th seed in the Western conference Phoenix with their 48-34 record (did not make the playoff) would have been the 3rd/4th or 5th seed in the East. This shows the huge disparity in the NBA and allows one dominate team in the East to go to the Final.

If I was the commissioner, I will design the conferences each year based on each team record to have an efficient parity.

This is what my NBA conferences will look like for 2014-2015 and it will change each year.
Each Conference will play itself just like the East/West does.
